What Literacy Is

Literacy is more than the ability to read a book. It is the ability to open new worlds. 

 

While the ability to read is unquestionably a most basic skill for academic learning, there continues to be much disagreement among educators on how best to teach this critical tool. 

 

Addressing the literacy needs of emergent and early readers is a critical issue.

In the US, the primary emphasis of the Reading Excellence Act and Reading First is that all children will be reading at grade level by the end of third grade. At the present time, however, it is clear that because of the enormous diversity of students’ backgrounds and abilities, there are many who still find reading a challenge beyond that level, into middle school and high school. We have resources and suggestions for helping students at all levels to become more successful readers, and we will continue to add information as it emerges from research and practice.

Critical Issue

Literacy development begins in the very early stages of childhood, even though the activities of young children may not seem related to reading and writing. Early behaviors such as “reading” room pictures and “writing” with scribbles are examples of “emergent literacy” and are an important part of children’s literacy development. With the support of parents, caregivers, early childhood educators, and teachers, as well as exposure to a literacy-rich environment, children successfully progress from emergent to conventional reading.

  • 39% of Chicago’s public school students do not meet or exceed reading standards.
  • 30% of adults in Chicago have low basic literacy skills and would benefit from adult literacy and adult basic education services
  • 61% of low-income households do not own any children’s books.
